The Global War on Terror has permanently shifted the military’s focus away from conventional warfare to the fight against unconventional threats. Earlier this year, the release of the Quadrennial Defense Review confirmed this realignment and outlined the kind of defense that is needed.

Ensuring the safety of all but the enemy is a necessity to the kind of asymmetric threats faced in Iraq, Afghanistan, and beyond. Fires need to be precise: hit exactly that building or car or window and not harm the innocent passersby. However, budget cuts are also a reality. The services are asked to do more with less. In order to achieve the goals of precision, services need to know and leverage the technology and best practices of the others.
