Description:

The Naval Undersea Warfare Center (NUWCDIVNPT) Commercial Acquisition Department, Newport RI intends to issue a Request for Proposal (RFP) for a Firm Fixed Price (FFP) type contract for the acquisition of engineering and technical support services. NUWCDIVNPT Code 253 is tasked by NAVSEA PMS450 to support submarine platform test and evaluation. Tasking includes Follow-on Developmental Test and Evaluation (FDT&E) and Follow-on Operational Test and Evaluation (FOT&E) for the VIRGINIA (SSN 774) Class Submarine. Tasking also includes Developmental Test and Evaluation (DT&E) and Operational Assessments (OA) and Initial Operational Test and Evaluation (IOT&E) of the Ohio Replacement (OR) program. Services shall include technical, analytical, administrative support and automated information management systems solutions in support of the Virginia Class (SSN774) Test and Evaluation (T&E) Program for the conduct of test and evaluation services as well as the development and maintenance of automated test tools. The contractor shall provide technical and administrative support to COMOPTEVFOR for the conduct of Operational Test and Evaluation (OT&E) of the OR program and FOT&E of the Virginia (SSN 774) Class submarine and associated subsystems. Tasking and deliverables shall be in accordance with the requirements defined in this contract Statement of Work (SOW). The period of performance is three (3) months from date of award. These services are currently being provided by Stanley Associates under contract N00178-04-D-4128-N401. The RFP shall be released on 8/17/11 on an unrestricted basis under solicitation number N66604-11-R-4267. The Government intends to award a single FFP contact to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. All responsible sources may submit a proposal that shall be considered by the agency. The closing date for receipt of proposals will be established in the RFP. The applicable North American Industry Classification System (NAICS) Code and size standard are 541330 and $4.5M, respectively.
