Description:
This Special Notice is a request for information and notice of the Government's intent to award a sole source contract to HemCon Medical Technologies Inc., in accordance with FAR 6.302-1, if information supporting competition is not received by the closing date 23 AUG 11. The Government reserves the right to issue a sole source contract with no further notice if the requirement stated herein is not responded to a manner supporting a full and open competitive contracting action. The Department of Army is seeking single-donor, pathogen-tested, FDP product candidates that have completed Technology Development activities, thus achieving Biomedical Technology Readiness Level (TRL) 6 as described in the Department of Defense Technology Readiness Assessment Deskbook (http://www.dod.mil/ddre/doc/DoD_TRA_July_2009_Read_Version.pdf). To be considered acceptable for further evaluation, all submitted proposals for development of FDP shall demonstrate objective evidence of developmental maturity consistent with activities outlined above (TRL 6). The Government will not consider any proposed technology unless it is offered unencumbered by any intellectual property protection. The Contractor shall provide the necessary qualified personnel, facilities, equipment, supplies, services, subcontractors and related administrative and information technology support to accomplish the Army's requirement as stated in the Attachment 1.
